DefenceSynergia (DS) has just seen the 24th June 2021 National Audit Office (NAO) report on 20 Ministry of Defence (MOD) Major Procurement Programmes.
The DS view is that the problems highlighted are never ending. Year after year, decade after decade, report after report, the same problems present themselves yet MOD – as DS said 10 years ago – seems incapable of reforming itself. MOD PR is focused on reputational damage limitation whilst the Armed Forces Order of Battle continues to be Strategically incoherent and an already inadequate and stretched budget is abused as a tool of various levels of defence management.
Gareth Davies, head of the NAO is quoted in the Daily Telegraph as saying: “Too often, the MoD doesn’t deliver its major equipment contracts as planned due to a combination of supplier underperformance, a failure of the MoD and suppliers to get to grips with the technical complexity of projects, and short-term solutions to affordability problems.” You can read the NAO 12 page summary below and judge for yourself what progress MOD has made.
